Thats pretty clever. They do almost the same thing with elephants in the circus. When the elephant is very young they tight its leg to a stake which is imbedded deep in the ground so it cant go anywhere. As it grows up all you have to do is tie its leg up to anything in the area regardless of whether its a strong base or not and the elephant wont try to run.
